Born in São Paulo, Brasil, in 1953. After graduating in Physics at the University of Trieste, since 1978 he works at the Trieste Astronomical Observatory of the Italian Institute for Astrophysics (INAF). Senior astronomer since 2001, since June 2004 he leads the INAF Information Systems Unit.

His research activities have always been related to national and international projects, in particular: design of astronomical databases and archives (IUE/ULDA, HST, TNG, LBC, IA2), data processing for space missions (Spectrum-UV, Planck), networks (GARR), grid (Grid.it, DRACO, EGEE) and the Virtual Observatory (VO-TECH, VO-DCA, VO-AIDA). For some of these projects he has held specific responsibilities: head of the European HST archive at ST-ECF/ESO (1989-92), PI of the archives at the TNG (1994-98), Co-I of the LBC instrument (1998-2006), Data Processing Centre Manager for Planck-LFI (1998-2005), PI of DRACO (2003-05), Italian coordinator of VO-TECH and VO-DCA (2005-09), both funded within the EU Sixth Framework Programme. He has done consultant activity for ESA and ESO in the fields of information systems and data processing an archiving, and was member of the Scientific Council of CDS, Strasbourg (chairman in 1994 and 1997).

Currently, he coordinates the Italian participation (VObs.it) in the International Virtual Observatory Alliance (IVOA) and, while being the Italian representative in the IVOA Executive Committee, is the Chair of IVOA.

He is also Co-I for the LFI instrument of the ESA Planck mission, and has responsibilities in its Data Processing Centre.
He is co-author of over 350 papers and technical notes.
